PURPOSE: This rule establishes the procedures to be followed for issuance of an nondriver license. (1) Application for a nondriver license shall be completed in accordance with the following procedures:

1. (A) The applicant shall have a Missouri address; and
2. (B) The applicant shall provide verification of name, date of birth and Social Security number as established by the department.
3. (2) An applicant under the age of twenty-one

4. (21) shall receive a Missouri nondriver license with the word MINOR printed diagonally across the face of the nondriver license. If a person—

   1. (A) Applies for a nondriver license and shall become twenty-one (21) years of age within thirty (30) days after the application is made, the Missouri nondriver license shall not contain the word MINOR. The department shall not mail the nondriver license until one (1) day before the person’s twentyfirst birthday; and
   2. (B) Reaches the age of twenty-one (21) and requests a nondriver license without the word MINOR appearing on it, the required application and fee shall be submitted.
5. (3) An applicant sixty-five (65) years of age or older shall receive a Missouri nondriver license without a photograph upon proper application and payment of one dollar ($1).
6. (4) The fee for a Missouri nondriver license, except as specified in section (3), shall be seven dollars and fifty cents ($7.50).
7. (5) A Missouri nondriver license shall expire three (3) years from the date of issuance.
