Recognition of Nonresident Disabled Person Windshield Placards

PURPOSE: This rule sets forth the criteria by which Missouri will recognize and honor vehicles displaying disabled person windshield placards issued to nonresident operators of these vehicles by another state, District of Columbia, or territory or possession of the United States of which the operator is a resident.
(1) Missouri shall honor disabled person windshield placards displayed in or on vehicles of nonresident operators at all times when the vehicles are operated by nonresidents within this state and specifically when the vehicles are located in parking spaces designated for the disabled. The following conditions apply:
- (A) The vehicle shall be duly registered for the current year in its respective state, District of Columbia, or territory or possession of the United States;
- (B) The operator of the vehicle shall comply with the provisions of section 301.143, RSMo, which allows political subdivisions of Missouri to designate parking spaces for the exclusive use of vehicles displaying a distinguishing disabled person windshield placard; and
- (C) Nothing in this rule, in any way, shall be interpreted to allow a nonresident operator of a vehicle displaying a disabled person windshield placard to violate any lawful political subdivision’s ordinances governing parking of vehicles within the boundaries of the political subdivision.
