PURPOSE: This rule establishes a statewide emergency telephone number to notify Missouri whenever a hazardous substance emergency occurs and specifies the requirements for emergency notification and follow-up written notices in the event of a hazardous substance emergency, the release of a reportable quantity of a hazardous substance and the release of a reportable quantity of an extremely hazardous substance.

Federal reporting requirements for releases of hazardous substances can be found in 40 CFR parts 302 and 355. In addition, state reporting requirements contained in 11 CSR 40-4.030 reference these regulations, and require that certain information be provided to Local Emergency Planning Committees (LEPCs) for reportable releases of hazardous substances and extremely hazardous substances.
355. If requested, the person having control of the hazardous substance or extremely hazardous substance shall provide a written follow-up emergency notice (or notices, as more information becomes available) to the department setting forth and updating the information with respect to—
