PURPOSE: This rule restricts emissions of volatile organic compounds from the manufacture of polystyrene resin.

1. (1) Applicability.

   1. (A) This rule shall apply throughout St. Louis City and Jefferson, St. Charles, Franklin and St. Louis Counties.
   2. (B) This rule shall apply to all installations engaged in the manufacture of polystyrene resin.

2. (2) Emissions Limitation.

   1. (A) Volatile organic compound (VOC) emissions shall be limited to a daily average of 0.24 pounds of VOC per two thousand pounds (2,000 lbs.) of resin produced by the installation.
   2. (B) The emissions limitation set forth in this section shall be achieved through the use of a condensation device which recycles styrene monomer through the resin manufacturing process or by the use of a capital device approved by the director that will provide an equivalent emissions reduction.
3. (3) Compliance Method. Compliance with section (2) of this rule shall be determined by the test method referenced in 10 CSR 10- 6.030(14)(A).
4. (4) Compliance Date. Compliance with this rule by any affected installation shall occur no later than June 1, 1985.
5. (5) Recordkeeping. The owners or operators of polystyrene manufacturing plants subject to this rule shall keep records of all emission testing and maintenance of all emission control devices. Records shall be kept for two (2) years and shall be made available to the director upon request.
