PURPOSE: This rule states when and how a party must be represented by a licensed attorney.

1. (1) Any individual may represent him/herself without a licensed attorney.
2. (2) Any individual may file a complaint on behalf of any other person, including a corporation, who is not an applicant.

3. (3) Except as provided in section (2) of this rule, only a licensed attorney may represent any other person, including a corporation.
