Subd. 1. Authority and criteria.

The commissioner shall adopt rules to implement sections 103F.101 to 103F.151, including:

1. (1) criteria for determining the floodplain uses that may be permitted without creating an unreasonable public hazard or unduly restricting the capacity of the floodplain to carry and discharge a regional flood;
2. (2) variance procedures; and
3. (3) the establishment of criteria for alternative or supplemental floodplain management measures such as floodproofing, subdivision rules, building codes, sanitation rules, and flood warning systems.
