Each political subdivision employing hospital employees included in the agreement or modification or employing hospital employees who participated in a referendum shall reimburse the state agency for its pro rata share of the cost of administration of said agency in accordance with rules of the state agency. Such reimbursements shall be paid into the state agency's revolving fund.
