Subd. 1. Award of grants.

The authority shall award independent state grants to municipalities selected by the pollution control agency upon certification by the agency that the municipalities' projects and applications have been reviewed and approved by the agency in accordance with sections 116.16 to 116.18 and agency rules.

Subd. 2. Rules.

The commissioner shall adopt rules containing procedures for the administration of the authority's duties as provided in subdivision 1.
