Before September 1 of the odd-numbered year before the year in which a state agency is subject to sunset review, the agency commissioner shall report to the commission:

1. (1) information regarding the application to the agency of the criteria in section 3D.10;
2. (2) a priority-based budget for the agency;
3. (3) an inventory of all boards, commissions, committees, and other entities related to the agency; and

4. (4) any other information that the agency commissioner considers appropriate or that is requested by the commission.

   The September 1 deadline in this section does not apply in 2011.
