Any inmate of an adult correctional facility under the control of the commissioner of corrections shall incur co-payment obligations for health care services provided. The co-payment will be paid from the inmate account of earnings and other funds, as provided in section 243.23, subdivision 3 . The funds paid under this subdivision are appropriated to the commissioner of corrections for the delivery of health care services to inmates.
