Subd. 1. Commissioner to administer program.

The commissioner of children, families, and learning is authorized and directed to receive, administer, and expend funds available under the child care and development fund under Public Law Number 104-193, Title I.

Subd. 2. Rulemaking authority.

The commissioner may adopt rules under chapter 14 to administer the child care and development fund.
