Subd. 1. Yearly inspection.

It shall be unlawful for any person to sell or offer for sale any nursery stock which has not within the preceding 12 months been officially inspected and found apparently free from plant pests.

Subd. 2. Certificate.

It is unlawful for a person to sell or distribute nursery stock to a nursery stock dealer or nursery stock grower who does not have a valid grower's or dealer's certificate.
