1. A. The Executive Director has primary responsibility for management of project operations.

2. B. The Executive Director may:

   1. (1) With the approval of the Board of Directors, engage the services of others to manage one or more project facilities, or to perform particular services; and
   2. (2) Exercise remedies for default under agreements relating to the provision of goods or services to the Authority.

3. C. The Executive Director may delegate to other employees of the Authority duties relating to:

   1. (1) Personnel management;
   2. (2) Procurement matters;
   3. (3) On-site project management; and
   4. (4) Such other duties as the Executive Director considers appropriate.
