1. A. An applicant may not construct, reconstruct, or extensively alter a plant without prior plan approval from the Department.

2. B. An applicant for a permit shall submit a plan to the Department that includes the requirements set forth in:

   1. (1) Regulations .15 and .16 of this chapter for a dairy farm permit; or
   2. (2) Regulations .17 and .18 of this chapter for a milk facilities permit.

3. C. The Department shall:

   1. (1) Review the plan submitted under this regulation to ensure compliance with the requirements set forth in Regulations .15, .16, .17, and .18 of this chapter; and

   2. (2) Inform the applicant:

      1. (a) That the plan has been received;
      2. (b) If additional information is required to complete the plan review;
      3. (c) Whether the plan is approved or denied; and
      4. (d) Of the appeals process if the plan is denied.
