1. (a) On or before January 1, 2018, the Prince George's County Local Management Board shall:

   1. (1) develop and implement a strategic plan to raise revenues to match the total funding provided by the Governor's Office for Children; and

   2. (2) submit the strategic plan to:

      1. (i) the County Executive of Prince George's County;
      2. (ii) the County Council of Prince George's County;
      3. (iii) the Prince George's County Senate Delegation of the General Assembly; and
      4. (iv) the Prince George's County House Delegation of the General Assembly.

2. (b) On or before January 1 each year, the Prince George's County Local Management Board shall submit a report on the total revenue received in the previous fiscal year and the total revenue from each source to:

   1. (1) the County Executive of Prince George's County;
   2. (2) the County Council of Prince George's County;
   3. (3) the Prince George's County Senate Delegation of the General Assembly; and
   4. (4) the Prince George's County House Delegation of the General Assembly.
