In addition to the powers set forth elsewhere in this title, the Board may recommend:

1. (1) Standards to the Secretary for the classification of waterworks, wastewater works, and industrial wastewater works; and
2. (2) Rules and regulations for adoption by the Secretary to carry out the provisions of this title.
