1. (a) The Division may establish a citizens' support unit to be known as “GUIDE”, which stands for: give understanding, inspiration, direction, and encouragement.
2. (b) The unit shall consist of residents of the State who volunteer their time and services to aid in the education and counseling of parolees and probationers.
