The Customer Council shall consist of the following 10 members:

1. (1) the Chief Executive Officer;

2. (2) one representative from each of the following State agencies, appointed by the Secretary of the respective agency:

   1. (i) the Department of Budget and Management;
   2. (ii) the Department of General Services;
   3. (iii) the Maryland Department of Health;
   4. (iv) the Department of Human Services;
   5. (v) the Department of Transportation; and
   6. (vi) the Maryland Higher Education Commission; and
3. (3) three customers recommended by the Chief Executive Officer and appointed by the Governor.
