The operator shall maintain the floors in allbuildings used for habitation tight, smooth, and free from chronic dampness. Except if a cellar exists, wooden floors in buildings used for human habitation shall be elevated no less than 12 inches above ground level. The operator shall keep the space beneath the floor clean and free from every obstruction.
