1. A. All persons signing an application for registration shall be deemed, in the absence of a statement to the contrary, to confer upon the applicant and upon the correspondent named in the application for registration the following powers:

   1. 1. a power to amend the application for registration:

      1. a. by altering the date of the proposed offering;
      2. b. by filing any required written consent;
      3. c. by correcting typographical errors; or
      4. d. by reducing the amount of securities registered, pursuant to an understanding contained in the application for registration;
   2. 2. a power to make application for the Commissioner of Securities' consent to the filing of an amendment;
   3. 3. a power to withdraw the application for registration or any amendment or exhibit thereto.
