If any member of such soldiers' home shall refuse to vacate the premises upon receiving a furlough from the officers designated to enforce the rules and regulations, such refusal shall constitute a forfeiture of such person's right to remain in the home and such member shall be forthwith discharged by the director of the Kansas commission on veterans affairs office.
