1. (a) The Kansas citizens' committee on alcohol and other drug abuse shall organize at its first meeting after this law takes effect and thereafter at the first meeting held in each calendar year by electing one of its members as chairperson, one as chairperson-elect and one as recorder.

2. (b) The Kansas citizens' committee on alcohol and other drug abuse shall keep records and minutes of its business and official actions, which shall be filed with the secretary for aging and disability services and be open to public inspection. The secretary shall provide to the committee all necessary clerical services.

   The committee shall meet at least quarterly and special meetings of the committee may be called by the chairperson of the committee or by the secretary for aging and disability services.

3. (c) The committee may adopt such bylaws, which are not in conflict with the provisions of this act, as may be necessary or desirable to regulate its procedures and actions.
