As used in the Kansas civil service act, unless the context otherwise indicates:

1. (a) "Board" means the state civil service board.
2. (b) "Director" means the director of personnel services.
3. (c) "Eligible" includes a person who is in an employment pool and qualified for appointment, promotion or reemployment under this act.
4. (d) "Employees of courts" includes all officers and employees appointed by or pursuant to the recommendation of a court, or any members thereof and all officers and employees appointed or employed by any such appointee.
5. (e) "Joint recruiting authority" means that both an agency and the division of personnel services may officially recruit candidates for classified positions.
6. (f) "Merit principles" mean relative knowledge, skill and ability.
7. (g) "Nonmerit reason" means any reason specifically based on: (1) Race, national origin or ancestry, religion or political affiliation; (2) sex or age where sex or age does not constitute a bona fide occupational qualification necessary to proper and efficient administration; or (3) disabilities which are qualified disabilities under the Americans with Disabilities Act of 1990, Pub.L. 101-36, and amendments thereto, and which do not prevent the individual from performing the position's essential functions, with or without reasonable accommodation.
