Any person subject to this code shall be punished at the direction of a commanding officer if such person:

1. (a) Fights or promotes, or is concerned in or connives at fighting a duel; or
2. (b) has knowledge of a challenge sent or about to be sent and fails to report the fact promptly to the proper authority.
