In accordance with the provisions of the rules and regulations filing act, K.S.A. 77-415 et seq., and amendments thereto, the commissioner may adopt, amend and revoke rules and regulations governing the administration and enforcement of this act, including, but not limited to:

1. (a) The content of the application form;
2. (b) the content of any other form or report required to implement this act; and
3. (c) such other rules and regulations as the commissioner may deem necessary to carry out the provisions of this act.
