As used in K.S.A. 2012 Supp. 23-2202 through 23-2204, except where the context otherwise requires:

1. (a) "Birthing hospital" means a hospital or facility as defined by rules and regulations of the secretary of social and rehabilitation services.
2. (b) "IV-D program" means a program for providing services pursuant to part D of title IV of the federal social security act (42 U.S.C. Sec. 651 et seq.) and acts amendatory thereof or supplemental thereto.
3. (c) "Unwed mother" means a mother who was not married at the time of conception, at the time of birth or at any time between conception and birth.
