Recruitment and referral agencies.

  1. (a) Public and private services. Where necessary to eliminate the continuing effects of prior discrimination, the commission may require employers "to establish continuing relationships with referral sources which may include, but is not limited to,

    1. (1) Public referral services and agencies; and
    2. (2) Private referral agencies and services, including those operated for profit."
  2. (b) Recruitment. To the extent where necessary to eliminate the continuing effects or prior discrimination the commission may require employers to advertise vacancies and non-discriminatory hiring practices.
