Sec. 7. (a) The director of a registered insurance agent program may determine the hours and location where its program may be offered, provided, however, that all such times and locations shall be reported to the commissioner not less than 15 days before the beginning of the course.

(b) The commissioner may refuse to accept a certificate of course completion:

1. (1) unless on the form provided by the commissioner, the approved instructor and the applicant certify under penalties of perjury that the applicant has received the minimum required hours of instruction at the location and times indicated on the application; or
2. (2) if, after notice and opportunity for hearing, the commissioner finds that an applicant has completed fewer than the minimum number of hours of instruction or that the instruction was received at a location or at a time or place other than that reported to the commissioner under part (a) of this section [subsection (a) of this section].
