Sec. 2. (a) Horses shall be in the hands of the starter and judges from the time they arrive on the track until the starter calls.

(b) Horses shall be in the hands of the starter from the time the starter calls until the start is effected.

(c) After entering the track, not more than twelve (12) minutes shall be consumed in the parade of the horses to the post except in cases of unavoidable delay.
