Sec. 12. (a) An association shall provide a test barn for taking specimens of urine, blood, or other bodily substances or tissues for testing.

(b) The test barn must be equipped with:

1. (1) a walk area that is large enough to accommodate four (4) horses;
2. (2) at least four (4) enclosed stalls that permit observation of the collection process and provide for the protection of collection personnel;
3. (3) facilities and equipment for the collection, identification, and storage of samples;
4. (4) a washrack or washstall that is large enough to accommodate two (2) horses at the same time;
5. (5) hot and cold running water;
6. (6) clean water buckets for each horse; and
7. (7) any other items requested by the commission or the executive director.

(c) An association shall limit access to the test barn to persons authorized by the official veterinarian. All entrances shall be locked or guarded at all times.
