Sec. 4. (a) A sports wagering operator shall only accept sports wagers for events for which:

1. (1) the outcome can be verified;
2. (2) the outcome can be generated by a reliable and independent process;
3. (3) the outcome is not affected by any wager placed; and
4. (4) the event is conducted in conformity with all applicable laws.

(b) The commission reserves the right to disapprove of the source of data for any reason, including, but not limited to, the type of wager and method of data collection.
