Sec. 3. An application for a sports wagering license shall be subject to the following process:

1. (1) Applicant must submit a complete application, including an application fee and all required attachments.
2. (2) The commission shall begin investigating the applicant.
3. (3) The commission may issue a temporary license in accordance with IC 4-38 and section 4 of this rule.
4. (4) Upon completing its investigation of the applicant, the commission shall vote to grant or deny the application.
5. (5) If the commission grants the application, it shall issue a permanent license.
