Sec. 15. "Operator", as defined in IC 4-32.3-2-25, means either of the following:

1. (1) A member of a qualified organization who has oversight of or is responsible for performing functions directly associated with critical aspects of gaming activities, including, but not limited to:

   1. (A) accounting for money received and disbursed at a charity gaming activity;
   2. (B) keeping records of a charity gaming activity;
   3. (C) announcing the letter-number combination at a bingo event;

   4. (D) conducting:

      1. (i) the winning draw for a raffle; or
      2. (ii) a door prize drawing;
   5. (E) determining the winner in a guessing game or a water race;
   6. (F) determining the flare and seal card winner;
   7. (G) controlling the mixing and distributing of pull tabs;
   8. (H) redeeming a pull tab, punchboard, or tip board valued at more than fifty dollars ($50); or
   9. (I) performing a task of a worker.

2. (2) A remunerated bartender designated on a qualified organization's annual license. A remunerated bartender is limited to participating in the sale and redemption of:

   1. (A) pull tabs;
   2. (B) punchboards; and
   3. (C) tip boards;

on the premises of the qualified organization.
