Sec. 11. A party or its representative shall not communicate directly or indirectly with the review officer regarding any pending matter, except upon notice and opportunity for all parties to participate. A party who has ex parte communication with the review officer may be subject to the sanctions and penalties set forth in section 12 of this rule.
