Sec. 5. An application for a supplier's license shall be subject to the following process:

1. (1) Applicant must submit a complete application, including an application fee and all required attachments.
2. (2) The commission shall begin investigating the applicant.
3. (3) The commission may issue a temporary supplier's license in accordance with section 5.1 of this rule.
4. (4) Upon completing its investigation of the applicant, the commission shall vote to grant or deny the application.
5. (5) If the commission grants the application, it shall issue a permanent supplier's license.
6. (6) The commission may require different or additional licensing procedures to ensure compliance with IC 4-33, IC 4-35, and this title.
