Sec. 1. (a) The following definitions apply throughout this rule:

1. (1) "Applicant" means an applicant for a casino owner's license.
2. (2) "Certificate of suitability" means a written document issued by the executive director that indicates an applicant has been chosen for licensure if the applicant meets the requirements set forth in section 5(e) of this rule. A certificate of suitability is valid for a period of one hundred eighty (180) days unless extended by the commission.

3. (3) "Interim compliance period" means the period of time between the issuance of a:

   1. (A) certificate of suitability; and
   2. (B) permanent casino owner's license or the issuance of a notice of denial.
4. (4) "Regular riverboat excursion" means an excursion that takes place after receipt of the riverboat owner's license, except for a practice excursion.

(b) No one may operate a casino gambling operation without holding a casino owner's license.
