Sec. 13. The executive director or the commission may approve deviations from the provisions of this title upon written request by the person directly affected by the procedure or requirement if the executive director or the commission determines that the:

1. (1) procedure or requirement is impractical or burdensome; and

2. (2) alternative means of satisfying the procedure or requirement:

   1. (A) fulfill the purpose of the rule;
   2. (B) are in the best interest of the public, gaming, charity gaming, boxing, or mixed martial arts in Indiana; and
   3. (C) do not violate IC 4-32.2 [IC 4-32.2 was repealed by P.L.58-2019, SECTION 3, effective July 1, 2019. See IC 4-32.3.], IC 4-33, or IC 4-35.
