Sec. 3. The comprehensive system of personnel development established and implemented pursuant to this rule must:

1. (1) be consistent with the comprehensive system of personnel development required under Part B of the Act and 34 CFR 300.380 through 34 CFR 300.387;
2. (2) provide for a continuum of training to be conducted on an interdisciplinary basis, to the extent appropriate;

3. (3) provide for the training of a variety of traditional and nontraditional personnel needed to meet the requirements of the early intervention system, including:

   1. (A) public and private service providers;
   2. (B) primary referral sources;
   3. (C) persons who will serve as service coordinators; and
   4. (D) paraprofessionals; and

4. (4) ensure that the training provided relates specifically to:

   1. (A) understanding the basic components of early intervention services available in the state;
   2. (B) meeting the interrelated social or emotional, health, developmental, and educational needs of children eligible for early intervention services;

   3. (C) assisting families in:

      1. (i) enhancing the development of their children; and
      2. (ii) in participating fully in the development, implementation, and monitoring of IFSPs;
   4. (D) implementing innovative strategies and activities for the recruitment and retention of early education service providers;
   5. (E) training personnel to work in rural and inner city areas; and
   6. (F) training personnel to coordinate transition services for infants and toddlers into, within, and from an early intervention program to preschool or other appropriate services.
