Sec. 3. The division shall establish policies and procedures pertaining to the contracting, or making of other arrangements, with public or private service providers to provide early intervention services. These policies shall include the following:

1. (1) A requirement that providers of all early intervention services meet established state standards, consistent with federal and state statutes, regulations, and rules directing the early intervention system.
2. (2) The mechanisms that will be used in arranging for services, including the process for awarding provider agreements.
3. (3) The basic requirements that must be met by any individual or organization seeking to provide early intervention services.
