Sec. 52. For the purpose of maintaining continuity of care, centers may mix children six (6) weeks of age to thirty-six (36) months of age in one (1) classroom under the following conditions:
(1) A staff to child ratio of 1:5 is maintained.
(2) The maximum group size is twelve (12).
(3) Each group has not more than three (3) children under twelve (12) months of age.
(4) The center's program, furnishings, and equipment meets the developmentally appropriate needs of all the children in the room.
