Sec. 7. (a) Children receiving adoption or foster care assistance, whether state, federal, or locally funded, are ineligible for assistance under this rule.

(b) The needs of children defined in subsection (a) shall not be included in the cash assistance eligibility determination nor shall their income and assets be used in the eligibility determination.
