Sec. 1. If:

1. (1) an application is:

   1. (A) not acted upon by the division within a reasonable time after the filing of the application; or
   2. (B) denied; or
2. (2) assistance previously granted is modified or revoked;

the applicant may appeal to the division in the manner and form required by the division.
