Sec. 2. (a) A provider shall ensure that an individual's rights as guaranteed by the Constitution of the United States and the Constitution of Indiana are not infringed upon.

(b) A provider shall ensure that:

1. (1) an individual's rights as set out in IC 12-27 are not infringed upon; and
2. (2) an individual has the ability to exercise those rights as provided in IC 12-27.
