Sec. 5. In order to be accepted for training in the BEP, an applicant must:

1. (1) be:

   1. (A) legally blind;
   2. (B) at least eighteen (18) years of age;
   3. (C) a United States citizen; and
   4. (D) hold a high school diploma or equivalent;

2. (2) be:

   1. (A) a client of vocational rehabilitation services; and
   2. (B) referred for the BEP by vocational rehabilitation services;

3. (3) have:

   1. (A) adequate orientation and mobility skills to travel independently;
   2. (B) skills sufficient to communicate with the public in a courteous manner; and
   3. (C) the ability to develop and maintain working relationships with others;
4. (4) be able to maintain required records and reports;

5. (5) have:

   1. (A) mathematical skills sufficient to operate a small business; and
   2. (B) independent daily living skills sufficient to allow the applicant to meet personal care and facility maintenance needs.
