Sec. 7. The state ombudsman shall:

1. (1) provide programmatic direction, instruction, guidance, and assistance to the local ombudsman entity;
2. (2) assess the local ombudsman entity;
3. (3) assess the local ombudsman's performance in consultation with the local ombudsman entity; and
4. (4) involve the local ombudsman entity in program planning and policy development.
