Sec. 16. "Fill" means soil transported and deposited by man, as well as soil recently transported and deposited by natural erosion forces. Fill is evidenced by one (1) or more of the following:

1. (1) No soil horizons or indistinct soil horizons.
2. (2) Depositional stratification.
3. (3) Presence of a soil horizon that has been covered.
4. (4) Materials in a horizon such as cinders or construction debris.
5. (5) Position in the landscape.
