Sec. 8.3. "Reasonable" means that the site characterization and corrective action are:

1. (1) appropriate and performed only as necessary to meet the cleanup objectives for the site; and

2. (2) consistent with the requirements of:

   1. (A) 329 IAC 9;
   2. (B) 328 IAC 1-3-5(b) through 328 IAC 1-3-5(e); and
   3. (C) other applicable state and federal laws and regulations.
