Sec. 7.5. An individual must not sell a turtle, regardless of species or origin, with a carapace less than four (4) inches long, except for a valid scientific or educational purpose that is associated with one (1) of the following:

1. (1) A federal, state, county, city, or similar governmental agency that is engaged in scientific study or research.
2. (2) A scientific research organization.
3. (3) An accredited museum or institution of higher learning.

4. (4) An individual working in cooperation with a:

   1. (A) college;
   2. (B) university; or
   3. (C) governmental agency.
5. (5) A private company under a contract for scientific or educational purposes.
