Sec. 5. Unless otherwise provided, notice of division of reclamation action on an application submitted under IC 14-37 and this article shall:

1. (1) be provided to the applicant and to:

   1. (A) each person who filed objections to the application;
   2. (B) each person who participated in an informal hearing relating to the application; and
   3. (C) any other affected person; and
2. (2) include instructions for seeking administrative review under IC 4-21.5.
