Sec. 3. (a) A person seeking to become a certified blaster shall receive the training specified in subsection (c).

(b) A person who is not seeking certification and is assigned to a blasting crew or assists in the use of explosives must receive direction and on-the-job training from a certified blaster.

(c) The director will approve qualified persons or institutions who will be responsible for conducting the department's approved course to train a person seeking to become a certified blaster. A person assigned to a blasting crew or assists in the use of explosives may attend the training courses for certified blasters. The training course for certified blasters shall provide for training and discuss practical applications of the following:

1. (1) Explosives, including the following:

   1. (A) Selection of the type of explosive to be used.
   2. (B) Determination of the properties of explosives that will produce desired results at an acceptable level of risk.
   3. (C) Handling, transportation, and storage.

2. (2) Blast designs, including the following:

   1. (A) Geologic and topographic considerations.
   2. (B) Design of a blast hole, with critical dimensions.
   3. (C) Pattern design, field layout, and timing of blast holes.
   4. (D) Field applications.
3. (3) Loading blast holes, including priming and boostering.
4. (4) Initiation systems and blasting machines.

5. (5) Blasting vibrations, airblast, and flyrock, including the following:

   1. (A) Monitoring techniques.
   2. (B) Methods to control adverse effects.
6. (6) Secondary blasting applications.
7. (7) Current federal and state rules applicable to the use of explosives.
8. (8) Blast records.
9. (9) Schedules.

10. (10) Preblasting surveys, including the following:

    1. (A) Availability.
    2. (B) Coverage.
    3. (C) Use of in blast design.
11. (11) Blast-plan requirements.
12. (12) Certification and training.
13. (13) Signs, warning signals, and site control.

14. (14) Unpredictable hazards, including the following:

    1. (A) Lightning.
    2. (B) Stray currents.
    3. (C) Radio waves.
    4. (D) Misfires.
15. (15) Any other subjects the director may from time to time require.

(d) A person who is not seeking certification, but is assigned to a blasting crew or assists in the use of explosives, shall either attend the training courses approved by the director or shall receive on the job training from his or her employer or the permittee.

1. (1) A person assigned to a blasting crew or who assists in the use of explosives shall receive training in the following topics:

   1. (A) Handling, transportation, and storage of explosives.
   2. (B) Loading of blast holes.
   3. (C) Signs, warning signals, and site access control.
2. (2) Documentation of a person's training shall be maintained at the mine site and made available to the director or the director's authorized representative upon request.
